ua I didn't find gratule when I searched for "congratulate" in the
dictionary. I think there's a typo in the definition of gratule, if I'm
not mistaken the correct English term is "congratulate", and not
"congratule".
Besides, I don't think Lojban words should be constrained by SAE's
expectations. :)

sei upsi, it was a mistype. fixed. the glossword was correct though.

I can be only concerned with spanish and portuguese speakers that expect
their words to have gender and thus ma'a might consider clearly show a
neutral vowel.
