Don't we need another place for the referents? i.e. "x1 is/are the x2
specimens in the UD that satisfy x3".

Well, retrieving the full collection of the UD members satisfying the
quantified property isn't the goal of counting quantifiers, those merely
perform a count much like kancu does.

If you want to gather all the UD members having a specific property P, you
can go one of the two following ways:
• lo selcmi be ro ckaji be P be'o .e no na ckaji be P
• lo se steci be P bei [current-UD]

(I don't know how to refer to the current UD in Lojban, but "lo dei smuni
se munje" might fit the purpose.)
