state/federation/confederation v3

Thank you.

As you can see, I've incorporated most of your suggestions, but not all.
It looks like a federation is exactly the same as a federal state, while
I've left out "confederation", because a hasty reading of
http://en.wikipedia.org/wiki/Confederation suggests that it is not exactly
the same as a vipygu'e.

The USA and India are usually referred to as federal states, but hardly
ever as a federations. Given that most current lojbanists are
Americans......

Canada is frequently referred to as a federation.

Switzerland is a confederation but (arguably) is only slightly more
devolved than Canada. One canton (Jura) refers to itself as a 'Sovereign
Republic'. I think you should let 'confederation' stay. Besides, what
luvo would you have for 'cantons'?
