"Second-level (third-level) administrative sub-division" etc. is fine as a
clarificational note, but as the sole part of a definition it is somewhat
fraught with ambiguity. I think I'll try to add a note to gugypau soon
to that effect.

Re gugypausle: I can't find any google hits on it except in this very
discussion. Where is it from?

OK! I'll check back with you in a week.

As for gugypausle, I'm suggesting a new lujvo for the third-level. Note:
A province in Italy or Chile is third-level whereas in Canada it's
second-level. Without a third-level definition, an Italian/Chilean
province may end up as a gugypau.
