What about "via/with/in/on computer x3" or "written in language x4 or executed/performed via methods x4" (where the latter could include both pseudocode explaining the details of the operation, or how the program is being compiled and run, etc.)?

No matter what etymology currently says proga is a borrowing not from loglan but from major langs (in programmer's Russian it's even spelled as прога). So nothing special was assumed.
As for semantic frames I'd think of selge'a, bangu frames or of zmiku and kanji minji. Not every program is supposed to be run on certain hardware. Sometimes it's just text. on the other hand some processor instructions can be hardware bound. So I'd ditch this cipra gismu in favor of particular meanings.
