I like the idea, but how does one pull it off? Is the sumti that follows
it the location? If so, then how does the speaker address the recipient of
the welcome? doi?

I think that the it is better that the definition is "fi'i vitke be
fe/fi",
because it is obvious whether the sumti which follows it refers to a
person or a location.
If any complaint, I will suggest another definition "fi'i klama be".
klama_2 can be filled with both a person and a location.

I'm thinking about the problem too.
Most safely, like this: fi'i do fi'i'e la jbovlaste.
Of course, as you said, doi do fi'ie la jbovlaste is also good.

Currently, jbovlaste will accept data for 70 languages.
