ISO 3166-2 requires a hyphen. Should we just ignore the hyphen as the TERIS
proposal does for Unicode/emojis? An issue is that confusion could well
arise between ISO 3166-2 (which uses ISO 3166-1 alpha-2) and ISO 3166-1
alpha-3 leading to, at best, garden-pathing.

pi'e was my thought. It does not quite work with ISO zi'evla conventions,
butbit should work in this situation if people are willing to diversify its
meaning slightly in general strings.
