The example contradicts the definition.
The definition says that x2 and x3 are texts. I understand this as
quotations. Yet in the example there are no quotations at all.
Please elaborate.

Indeed, this is questionable since no one specified what can go into
glico1. The smuvelcki says:
x1 is English/pertains to English-speaking culture in aspect x2.

What is x1? I believe that "lo se cusku ka'e glico". You might disagree.
Probably, if we are to reboot the gimste specifying what sumti types can
be taken by this or that place then this definition as well as many other
past usages of glico1 might become obsolete.
