I propose that we make it explicit and clear that 'SI prefixes' (so to
say) bind more closely to the 'base unit' than "te'ai" does, at least
when lujvo are formed. For example, "ki'otre te'ai re" would be
measuring area in terms of square kilometers rather than in terms of
thousands of square meters. This is in accordance with both how Lojban
treats lujvo and SI specifications. If the words are separate, though,
then I am not sure: "kilto mitre te'ai re" could be either equivalent
to the last example under this proposal or the alternative (thousands of
square meters); I could make the case for either side; we should resolve

I would also make it quite clear that exponents must be (real) numbers.
