Comment #1: removed "modal" from the definition

The English/Russian/Japanese definitions included an expression "end
relative/modal phrases", but ge'u does not terminate modal phrases
according to the formal grammar described in yacc and/or peg. I replaced
this part with an expression "end GOI relative phrases" so that the
definitions agree with the formal grammar.
