urbe is a generalization of tcadu too? then what is tcadu2,tcadu3,tcadu4
here?

It is certainly related. I think that, in some ways, ".urbe" is more
clear than "tcadu" and in some ways abstractly generalizes it (but not in
the sense of one being a subset of the other). To me, a suburban city (say,
Arlington, Virginia) is a tcadu with tcadu2 being the bigger/downtown city
(the Washington (D.C.) metropolitan area). I am not sure about tcadu3 or
whether ".urbe" shares it (possibly distributed throughout its terbri).
tcadu4 is maybe a subset of the union of .urbe4, .urbe5, and the nearby
rural region. In any case, "tcadu" does not have the the same
structure/heirarchical ordering/divisions as ".urbe" (modulo any ordering
of terbri).

But you have a point. They are very closely connected and it would be fair
to characterize them as having a ton of overlap (klesrverlapi) in terbri
reference sets.
