Usually I put -e at the end since -a in SAE words is sometimes associated
with feminine and -o with masculine. To be neutral I use -e. However, this
has to be considered manually in each case.

I think there's a typo in the definition of gratule, if I'm not mistaken the correct English term is "congratulate", and not "congratule". Besides, I don't think Lojban words should be constrained by SAE's expectations. :)
