In my opinion PA4 represents "discursive numbers", numbers that don't
represent specific numbers but serve a discursive function. This way PA5
will represent "mathematical constants and conceptual-numbers"

Seems reasonable to me. I do not have any serious objections. (I also
typically do not really care for sub-selma'o, but that is just me.)
Currently, jbovlaste will accept data for 70 languages.
