I don't find "flata", "flate", "flati", "flato", or "flatu" in the gimste.
What gismu is it based on?

That would be flatycai. On the other hand, flatrcai is a zi'evla.

He meant it's type 3 fu'ivla. But there is no rafsi prefix there. It's
just accidental coincidence.
